James Grefer, Ph.D., says “We all know that the Social Security system is running into financial problems. In general terms, its income doesn’t match its outgo. It’s not a crisis yet. But if we don’t do something soon, it could become one.”

But the proposals we read now often seem more like political position papers than long-term solutions. Raise the payroll tax, cut the benefit, raise the retirement age! These are their ideas. But, as a mechanic in the U.S. Navy decades ago, Dr. Grefer quickly learned that, unless you get to the root cause of a problem, whatever you do is unlikely to fix it in the long-term and may even lead to bigger problems later.

Using research reports and data from the 1970s and 80s Social Security Reform era, and current reports and data from Social Security Administration, Grefer determined what he believes to be the root causes of Social Security’s financial troubles and has constructed potential solutions, that while controversial, are designed to fix the problem for the long-term. His talk is in four parts:

  1. Exactly what is Social Security’s financial problem;
  2. What are the causes of the problem;
  3. Why should we care about the problem;
  4. What are short and long-term solutions.
